From page 6 of the CAO handbook:
    B) Residence outside the EU: (Past or Present)
    Application direct to HEIs:
If you have at any time resided, or are at present resident,
outside the EU, then you may be required to apply direct to
    some HEIs.

    Application through CAO:

If you wish to apply to any of the HEIs listed below, and
you have ever resided outside the EU, then you must
    submit an application through CAO.

All Hallows College Mary Immaculate College
Church of Irl College of Education National College of Art & Design
Coláiste Mhuire, Marino Pontifical University Maynooth
Cork Institute of Technology St Angela’s College, Sligo
Dundalk Inst of Technology St. Patrick's College, Drumcondra
Dun Laoghaire Inst of Art & Design St. Patrick's College, Thurles
Inst of Technology Blanchardstown Waterford Inst of Technology
    Letterkenny Inst of Technology

For all other HEIs, you MUST contact the Admissions
Office of each HEI in which you are interested to enquire
whether you should apply through CAO or direct to the
    HEI.

Different HEIs may have different policies.
You should make such enquiries well in advance of the
Closing Date of 1st February 2011.

You may be able to view HEI policies on HEI websites.
Failure to check the proper application procedure may
    have serious implications.

I would contact the admissions office of the college you are applying for and see what way you need to apply.
