Llandlord responsibility for broken shutter/breach of planning permission

    Hi,
    I'm looking for some information about Landlord responsibility for broken shutter/ breach of planning permission.
    Its very large and heavy shutter. Some days nobody can open it because its stuck other days its falling with no reason.Its dangerous and its pre-existing my lease condition.When we took lease he said he just need more time to deal with problem, but 16 month now on and one action what he did that he sent somebody to temporary fix. All service last for about one week. After starting again. Follow his planning permission he should take off existing old shutter and place much different type in different position. After so many complains and remainders our landlord decided he will take off shutter if we don't like it. But we lease building with shutter, just follow his planning permission should be different shutter. Our building will be no safe without shutter. What we should do, where we should go? To Building Inspector? Or some where else? Landlord is aware about Safety and Healthy Hazard but he does not care.
