Does anybody know whether this scheme is in any way affected by the 2011 Budget changes ? In particular is the scheme continuing as normal with respect to people who reach 66 years of age in 2011, and wish to apply for free travel ???

free travel is unaffected by the 2011 budget. if you have applied for and are entitled to a state pension, contributory or non contributor,y carers allowance, disability allowance or invalidity pension you do not need to apply for free travel as it will issue to you automatically. if you are going to turn 66 and for whatever reason you are not going to be in receipt of a SW payment then you should apply. see citizensinformation.ie for companion passes rules and conditions and smartpasses.
