Is tax underpayment possible ?

Does anyone have an idea if underpayment of tax is possible when you're working full time and presuming your employer didn't make a mistake?

The reason why I'm asking is that personal credits for 2010 are lower than in previous years (down from 2x €1830 to 2x €1650 which is €3300 instead of €3660). I'm trying to claim something back from the Revenue but by the looks of it instead of overpayment I may have an underpayment this time (for about €360). Which doesn't tempt me to request for P21.

Are the things in Ireland that bad or am I missing something?

10% reduction in 2011. You would pay 360 more this year not last.
