Suppose somebody had been living incognito for a number of years, no bills in their name, no car, never registered to vote.... Now, suppose that person decided they would like to vote in the upcoming election and was considering filling in the form to be included in the supplement to the register of electors, ticking the box to opt out of the 'edited register'.

Would there be any way for them to be found by people they would prefer not to be found by?
