    Try bleeding it.
The top half of it may be full of air.
On the top left or right of the rad there should be a little 'nut' or 'screw'.
Start slowly opening it and you should hear air escaping, keep opening it slowly until water starts coming out.
You may want to have a towel handy so that the water does not go all over the place.
Close the nut once all the air is out.

it could be behind the panel or even behind a wee plastic cap

You must let all the air out, have a small cloth with you because the water in the rad may be dirty

You might need to open the valves at the bottom just to get a flow, there might be crap built up in these valves, close the valves first and take note of how many turns open they are and put them back to this position when you're finished. Don't take that valve out fully because when the water flows it will flow, turn on your heating first just to get the pump working this will help.

If you have a sealed system you may need to top up the water. Have a look for a pressure gauge on you boiler or in the hotpress, and maske sure this reads between 1&2 bar. If it's lower top up your heating (Normally a valve like this http://www.screwfix.com/sfd/i/cat/74/p4782174_l.jpg)

    Hope this helps.

Don`t bleed the rad when the system is hot, make sure that valves are open and that there is sufficent water in the system if it is pressurised
