    Hi

    Can some please explain how the government can take the USC out of peoples wages before the Finance Bill has been passed.???

    If the bill writes into Law the changes needed then does that not mean that by taking it from wages is in effect iilegal???

    Legislative provision was made for the Universal Social charge initially after the Budget when the Dáil voted in favour of the income tax and PRSI amendments.

    The Finance Act, which backdates provision for the USC merely aggregates all of the budget decisions (such as income tax, stamp duty, etc) together under one act, as well as further provisions, and makes the Universal Social Charge a permanent facility.

    With effect from 1 January 2011, there shall be charged, levied and paid, in accordance with the provisions of this Part, a tax to be known as ‘universal social charge’ in respect of the income specified in paragraphs (a) and (b) of the Table to this subsection.

    As far as i know, if the finance bill were not passed, the USC would still be charged for this year on account of its initial ratification through the Oireachtas last December.

    Watch out for fianna fail backtracking and exempting medical card holders from the USC in order to buy a few votes before the election.

    i heard last week that the med card exemption was going to be added and in which case would the USC paid to date by med card holders be refunded
