F1 Visa to J-1 Visa/IEC

I am currently an exchange student in a U.S. university and I am currently on an F-1 visa. With this visa I am unable to work anywhere apart from on campus. This visa also expires when the college year finishes.

How would I go about getting a J-1 or and IEC visa from the states and would I need to return home?

What are you studying? There are allot of programs which get a visa for work after graduating. Have a search around from STEM. This may mean you will not need to pay for a J-1.
Also, regarding work on you f1, if you can prove financial hardship, you may be able to get part time work up to 20 hrs per week during the semester and 40 hrs per week in the summer/vacation.
