This is fairly naive - Was just reading where 29 of Celtic bookmakers shops will remain open in the breakup of the company. - Are Bookmaking licenses issued on a per shop/retail unit basis or does a bookmaker hold an overall license?

AFAIK, each shop has its own licence.

Similar to Off Licences / on trade licences etc. - each premises must be applied for seperately.
