I've only recently heard this - if someone's annual salary is under €26,000, can they reclaim all EE Prsi paid during the year?

And if so, can they go back 4 years like with PAYE?

Hi its not PRSI if under 26,000 its the health levy, if your wages are 500 or over per week you will pay a 4% health levy but if your annual salary is under €26,000 per annum then you are entitled to a refund.

You can however have your prsi reviewed if you think you paid the incorrect rate.

So someone with a salary of €25,000 per annum won't be liable for any refund? Or can they have the health levy part (2%) refunded?

You shouldn't have the health levy deducted from your salary if you earn under that amount.

I think you could get the health levy part refunded.

Obviously, the €25k refers to your gross wage before tax, plus any benefits in kind, overtime and bonuses.

If your wages for any week during your working period in the year exceed the treshold then health levy will automatically be deducted. Its not based on cumulative earnings during the year but only at year end so it is at week 52 where the paroll software should give you an automatic refund.

PRSI can be overcharged as well - if you get a bonus for example - the levies and PRSI are based on the earnings for that week/month and only at year-end recalculated. Your payroll operator obviously could override the overcharge in the period but they never bother anyway...
