    Any idea when this will be out and will it be retroactive i.e. if you got your full license recently (before legislation passes) are you eligible to have the r-plates on the car?

    There is still some work to be done on the r-plates. But the RSA have said it will not effect people who already have their full licence.

    when it comes in will it be future dated as in "people with a full license from April 12 will have to have L Plates" or would it take imediate effect?

    I would assume it'd be anyone who gets their learners permit after that date it would only apply to

    Easiest to enforce, and probably just by adding something to the license on paper, so that when it's handed in to get a full license, a restriction is put on the new one

    From what I recall its either sometime in April or September when R-Plate legislation comes in to force.

    The R-plate legislation hasn't been prepared yet. There is no date set for it's introduction.

    April sees the introduction of 12 compulsory lessons for anyone who gets their first learner permit on or after april 4th.
    September is the month when legislation lowering the legal blood alcohol level for novice drivers is to take effect. This will effectively be the first restriction to novice drivers and therefor lead shortly to the requirement of R plates.

    I'd say it'll be anyone who applies for a full B licence after a date TBD will be restricted regardless of when the got their permit.

    They already have that for motorbikes with the 25kw restriction after you pass the test.

    A 02-Jan-2010 to 01 Jan 2018
