Window latch not closing window

The latch that is attached to the handle does not close the window. Here`s a picture of the parts that dont move... I can slide the 2 yolks at the top and bottom by hand, but the handle does`nt catch/move them. I took the handle off and the place where it goes seems lose, Im not sure if that`s normal. Does this sound like…
