downstairs toilet sort of blocked

Our downstairs (groundfloor, under stairs) toilet is blocked. If we use it and flush it works fine but the water level goes up too high but it does drain ok afterwards.
Then the water level stays lower than normal. We're not putting any loo roll into it at the moment. We put this wire tube thing down it and there didn't seem to be any blockage there. We used the plunger thingy also but no joy. Not really sure what to try next. I may have accidently put kitchen roll into it but that's no stronger than loo roll once wet. There is of course the chance our 2yr old put something down there that we don't know about. The sinks and other loos in the house are working fine.
    Any ideas?

not sure about this.r is this toilet waste goin into the upstairs toilet stack(4inch vertical pipe).if its linked on to the same waste pipe thats pickin up ur upstairs well then u can eleminate the problem between ur toilet and the where it joins on the 4 inch vertical pipe that picks up ur toilet upstairs.theres stuff u can buy in the plumbing shops called all-clear i think.pretty good stuff for clearing drains.its like acid.dont let it get on ur hands or clothes.just pour into toilet and flush.when it goes down the pipe it burns all the blocked paper etc.

    Hi sanbrafyffe
I'm not sure I follow what you are saying about the connection to the upstairs loos & the 4 inch pipe. No other toilet is showing this problem. We've got a 3 story hse with loos on each floor and the only loo with the problem is the downstairs, under the stairs one. I've googled All Clear and found nothing but will enquire at Atlantic Homecare/B&Q for it or something like it.
Thanks very much for your help.
    Mary
