According to Galway County Council tax office, changes only come to pass when you're trying to tax the vehicle for the first time in your period of ownership.

Unfortunately there is a huge amount of incorrect and conflicting information around about this, not least on this forum.

If you are genuinely concerned about this, ring your local tax office and enquire (you don't necessarily have to tell them about your change of circumstances).

Rule of thumb; while you can get good advice online, the internet is full of finger tappers who give out information about things they know nothing about.

I agree with Fey. Ring the tax office before you make any rash decisions.

to get a herd no you need cattle, and a cattle crush to hold them for TB testing .

The OP has confirmed he no longer uses the car in a commercial way. Are you advising him to evade taxes by trying to tax his private car as a commercial?
