when i drive a car into the driveway, the frame of the car rubs off a hump where the driveway meets the footpath. So can i modify the driveway to fix this issue without getting planning permissionn ?

Yes you can alter your driveway without planning permission (with the exception of widening the existing vehicular entrance).

You cannot alter the public footpath or anything outside your site boundary without the permission of the council.
