Car repair query

Was in a carpark in December and when I went to pull out of the space my car slid back and pushed against the door of the car beside me. It scraped the door of an 08 Volvo V50.

I left a note under the wiper for the owner to contact me and she did. She's since got it valued to repair the damage and Accident Repair Centre came back with 2 options. One to repair the door (900) , and the other to replace the door panel (1600). They've recommended the replace option.

The panel itself is 650 and the rest is paint and labour.

Was just wondering if I find someone that cheaper to do, can she say no and continue with the original quote she got, or do I have a say? Does that price seem over the top?

    Thanks
