This topic was discussed ad nauseum quite recently - do a search for the same thread title.

Summary of my opinion: Quotas are discrimination in themselves and are insulting to those targeted, implying that they couldn't get the job themselves on their own merits.

And why only encourage one subset? Why not "encourage" gays, lesbians, twins, disabled, Muslins, travellers, atheists, left-handers, brown-eyed people, widowers, scientists, dog-lovers, etc ?

Where would you stop?
