    where?

Out of Clondalkin would be a good start. Or buy a really good lock and chain and park it beside a bike without one.

Locks and chains are like most things. Some are good, some are bad. The good might not be the most expensive, but you can guarantee that the cheapest will still be the worst.

An Almax chain and associated lock would be a good place to start. Only got through with a Angle grinder or Consaw, both of which attract a **** load of attention.

    You'd be suprised.

I took an angle grinder to a clamp in a busyish carpark @ lunch time a few months ago and noone batted an eyelid...

I'd say quite a few people noticed. Doubt much of them cared when they saw the clamp though.
