Not a heavy-duty touring frame, but this'll happily take full mudguards and a rear rack. Should be the right size for you too.

you could always pick up an old mountain bike and build it up yourself.
but that could cost just as much i suppose ,
theres a place in Scotland Revelation country i think thats the name (sorry) but they do a great touring bike for a really god price guess theres no harm in looking;)
    good luck in your search.

Hey, I reckon that's the Edinburgh bike coop you're thinking of there: www.edinburghbicycle.com/
The tourer they do is the Revolution Country.

Are you looking for an upright or more aggressive sort of position on the bike? I've got a steel framed Orbea tourer that I'm going to be selling soon, just haven't got around to cleaning it up, shortish seat tube but long top tube, suitable for heavy duty stuff as well with big beefy stays. To be fair it'd almost certainly be too small for you.

If you decide to look abroad for secondhand touring stuff you can't beat the cycle tourist's club forum, http://forum.ctc.org.uk/index.php
I've just sorted out a Surly tourer I should be getting in the next while so I've been looking through all these forums for a while

I got a Super Galaxy from these guys last year: http://www.discovercycling.com/
It cost me €1350 delivered, I had been quoted €2000 from two different shops in Ireland for the same bike.

http://www.spacycles.co.uk also seem to have good deals.
