advice needed on homeowner

    hiya, i am hoping to get some good advice from this forum..i already had a post on another forum on this same issue but i need more help.
    it all started shortly after we bought our mid terraced home nearly 4 yrs ago.it was our first time buying so we were really naive.basically our neighour,herself and her now 10yr old son have made our lives a living hell. pounding up and down the stairs constantly,treadmill at 7am weekday mornings and slamming front door and porch door so hard it has knocked pictures off our walls which have shattered..we have said it to her several times and over a yr ago we asked the community garda for help on the matter..still waiting for his help after loads of talks with him. he has yet to speak with neighbour. All came to head just before xmas when she basically insulted me on my own doorstep at 8am saying i was a disgrace amd i should buy a house in the country if i want peace.since that day she has gone out of her way to get even louder..i have 2 kids.one who we have to bring into our room each morning so she wont wake him up.her mini gym is right next to his room.
    then to make matters worse we had new neighbours on the other side who think they live in a zoo.shouting and roaring til all hours and at 1am they like to watch tv at full blast in their bedroom(next to ours) and then again at full blast at half 5/6am.again we asked them nicely to stop as we did with other neighbour but it obviously hasnt gotten thru to them yet.they are there since august. i have contacted their landlord who spoke to them twice but it still hasnt stopped. even as i am writing this the homeowner has just slammed the porch door and woke our youngest.
    i am keeping written details of all of these but what use are they?we have tried to record the noise but its not good quality.
    please help..:(
