Most likely a type of Pop-up banner stand:

They collapse down and fit into a wheeled container which you can use as a table if you like (as above). This is what they look like without the graphics:

If you are looking to get some printed, try C3 Imaging or just Google 'pop up banner stands' and it will give you a ton of local suppliers.
