It was abused horrendously by MGQ, until the Sc stepped in and put a stop to it (parallel system of justice etc).

    What happens now?

How are pardons handled these days?

You can still write to the Minister for Justice or ask your TD to do this for you but my understanding is that the practice of mitigating fines is only used in very rare circumstances such as hardship and not as a simple matter of acting as an extra-judicial avenue of appeal which is how it used to be used and abused.

You mentioned 'pardon' in your post, I think to completely wipe the slate clean requires a Presidential order authorised by the Government i.e. a Cabinet decision is required and the President signs a document granting a pardon.
