More often than not when I turn off Wifi I turn on 3G so it would be very handy if these two options were side-by-side. Is this possible?

you swipe the very top of your screen from anyscreen to activate this drop-down iphone settings menu,
you can add what ever settings you want and in whatever order

Is it possible to get custom status bar icon for wifi without running winterboard? I mean by sshing in and swapping out a png file or something?

I suppose it's possible but why not use winterboard? Winterboard basically just replaces the original png with your custom one but in the safest way possible. And you can disable/enable it with the tap of a button at any time.

Also, it is extremely easy to create a winterboard tweak. See here for more info

hmm, i just dont want a service running for something that trivial.

Does winterboard run as a service only if you load a tweak or is it always running as part of mobilesubstrate or something? Or if all it does anyways is replace the png does it only run when i go into it to make cahnges and then close after a respring?

I ask because I would prefer to not have my battery life reduced for something small and cosmetic
