Bumps at traffic lights

Probably a stupid question, but....ya know those little red paving slabs with a kind of raised, bumpy pattern on them at traffic lights? Are they for a) Blind people, b) to prevent slipping, or c) both? These are the kind of things i'm talking about..... Anyone know what they're called or where i could find more info on…
