Garda 'ghost patrols'

While travelling on the M6 last Thursday, I noticed two Garda cars in different locations. Both were parked on those elevated ramps reserved for Garda use only.

As far as I could determine, no speed surveillance was taking place. The odd thing was, there were no Garda officers visible at all.

Both patrol cars appeared to be completely empty. Were the officers reclining in their seats, having a rest or doing things with doughnuts?

Could it possibly be the case that they just left empty squad cars there to act as a reminder to motorists to drive carefully?

Has anyone seen this being done elsewhere, and does it have any merit?
