Are management companies required to post out a copy of an apartment block insurance if asked by a resident? What can be done if they refuse this request?

For what purpose? Is there a residents committee?

By a resident or by a member of the management company?

If you don't get what you need from the management agent, your next port of call would be to send a registered letter to the directors of the management company. Their details can be found through the CRO website.
