Selling Alcohol - Online Advertising

Hello all, I am just looking for a bit of information on the barriers to setting up a business which sells alcohol and advertises the sale of alcohol online.
The business would be created and run from home and would be completely online (with contact by email and phone), with the alcohol based product being delivered directly to the customers address.

I do not want an e-commerce website, just a simple site that potential customers can fill in a query form or that they can get our contact details and contact us directly.

Does anybody know what would be involved (alcohol licence or fees wise) with starting this business of selling alcohol like this? I understand that for each delivery of an alcoholic product the customer has to sign a form stating that they are indeed over 18 but this is only a part time business and high alcohol licence fees would stop the project before it ever got started.

Many thanks for your time and advice
    Jenny

I imagine that you would need a full license to sell, the same as any off-license, in fact I couldn't see how you could get around selling alcohol without a license?
