3G SIM for Phone and Data Usage

I am going to visit Ireland in April and will stay for about 10 days. I want to get a pre-paid SIM for mobile data coverage while there. I want to use an Android device. I plan to use if for web browsing, apps, etc, but also want to root it an use wi-fi tethering. Using the phone for minor voice would also be useful for a few quick calls.

I have done some research and found that three seems to be the best for my usage, budget, etc. I would like to get the SIM before I travel so I can test that my phone is properly unlocked, etc. I found someone on eBay to send me the SIMs, but it appears that they advertise two types: one for mobile broadband, and one not. I was under the assumption I would just need a three SIM, the APN settings, and I could activate the monthly broadband add-on package I desired. Is this correct?

    Thanks for you help.

    Details:
I will be visiting Shannon, New Inn, Dublin, Cork and Ballinasloe).
I was to use data for maps, email, etc. but plan to tether to upload pictures I take on the trip. This may be able to be accomplished by wi-fi at the hotels, though.
I'm planning on getting an HTC Dream (G1) and unlocking and rooting it to meet the above goals.
