Commercial tax - Official rules?

Are there actually set rules in place now in relation to what is required on first taxing of a commercial vehicle in your name.
I often see VAT registration or tax clearance cert mentioned. This seems like madness.
Firstly one can be perfectly legally in business by being tax registered yet not VAT registered. Will tax registration number therefore do?
Also, why should a tax clearance cert be a suitable document. Many people obtain tax clearance having no commercial business whatsoever. People like TDs, people looking for certain types of grant aid etc. This makes no sense.

If it was a goods vehicle and still is then there is no problem, if it has changed to a personal vehicle then you need to fill in Form RF111 Pages 1,4(pdf) and Pages 2,3(pdf).

    http://www.citizensinformation.ie/en/travel_and_recreation/motoring_1/motor_tax_and_insurance/motor_tax_rates.html
    Renewing your motor tax
In general, two forms are available for the purpose of renewing motor tax - Motor Tax Renewal Form RF100A (pdf) and Motor Tax Renewal Form RF100B. The only difference between these two forms is that the RF100B is a computer-printed form which is automatically posted to you about a month before your tax is due to expire, while the RF 100A is available from your Motor Taxation Offices, Public Libraries and Garda stations.
Not everyone receives a form in the post, so it is up to you to keep check of when your tax expires. Both forms should be returned to your local Motor Taxation Office in person or by post. If you apply in person you will receive your new tax disc there and then. If you make a postal application, you should allow up to 3 weeks to receive your new disc.
To renew your motor tax where there is no change in owner/vehicle details (e.g. name/address/engine size) you can complete Form RF100B (computerised reminder form) or Form RF100A.
To renew your motor tax where there is a change in owner details (e.g. name/address) you must use Form RF100A.
To renew your motor tax where there is a change in vehicle details (e.g. engine size) you must use Change of Particulars Form RF111 Pages 1,4(pdf) and Pages 2,3(pdf).

    Goods and other vehicles
There are additional requirements for goods and other vehicles when renewing your motor tax:
•A certificate of roadworthiness/pass statement issued by an authorised tester for all goods vehicles/buses/coaches/ambulances that are 1 year old or over
•A PSV licence for small and large public service vehicles
•Article 60 licence for school buses

You only need tax details when you are looking to convert a passenger vehicle to a commercial vehicle.

You do not need a VAT number or tax clearance cert to tax a commercial vehicle, a lot of people seem to have heard otherwise.

John gormleys clarification of the commercial tax system basically said there is no change but that people changing their car from private to commerial (also possibly firt time taxing of any commercial) would need to produce VAT number or tax clearance

It does seem like a joke. The criteria the minister came up with is rubbish & cannot stand up.

Since the rules were firmed up, we now have to get a Declaration of commercial use signed by the Gards for any new commercials we tax - that's for Clondalkin tax office in Dublin. Never had to do that before.

They don't look for anything other than that and the cheque - whether that's because they know us, or whether it's all they ever look for, I'm not sure.
