Estate - Leaking dirty water

    Can anyone offer assistance here, there is an estate up the road from us that seems to be having an issue with leaking sewerage (well I think it's sewerage)... they seem to of had a long running problem with the drains and now it seems the drains are flowing in to the road that this estate is fed off.

    I know the estate has not been taken over by the council but there has been work on the sewerage system in the last 6 months...

    Where would I go to report this and is this an environmental issue that should be dealt with outside of the council vs builder argument??
