"points"? Is there some reverse of our penalty points system or what?

What is the point in swapping your licence? To avoid loosing existing one?

I would guess that the French authorities would detect these types of swaps in their system the next time your stopped.

Whatever Council issued an Irish licence for the OP is meant to inform the French authorities of the swap, so they would know.

Surely if your baned from driving in a duristriction your banned. Having another licence doesn't give you a second chance.

yeah, some european countries give you your allocation of points and take them away for traffic infringements. Apparently people felt worse about loosing something rather than gaining something.

I wouldn't say you "have to".
I swapped my Polish licence to Irish one. My wife did as well.
My good friend also swapped it.
No one of us, was ever asked about any proof that we are resident in Ireland.
We just had to fill the form, state the Irish address and sign.
Licence arrived about 2 weeks later in the post.

He never said he was banned.
He said that probably in a few weeks he will run out of points, and then loose his licence.
If he's going to swap it for Irish licence before then, so French authorities can do nothing.

Sounds like an unfortunate case of "douze points" for you op.
