The current status I understand:

Can anyone explain what this means in relation to the Bill actually being signed into the Irish Statute Book?

Back from Committee to the Dáil where Report and Final stages are normally taken together after which the Bill is sent to the Seanad. This may assist.

Edit: In fact it looks like it went through those in June and is up on the Oireachtas website as passed by the Dáil. Now it goes through the same process in the Seanad and, if it is amended there, the Bill is sent back to the Dáil to consider those amendments. After that is done it goes to the President and only when she has signed it does it become an Act.
