I am currently with voipgain and I find the call quality is questionable. There is also an awful delay, its like calling the moon. Does this happen to other providers?

Sounds like latency, Who provides Your broadband connection. Can You ping www.inex.ie from command prompt and tell us the results. Also do a speedtest, preferably at a peak time:

    Hi the results are:

The speed seems ok, I suspect it is www.voipgain.com, which is who i use for my calls.

Your connection seems fine, although at 10.00 its off peak. Their sip servers are in Holland

Try pinging sip.voipgain.com then tracert sip.voipgain.com to see if its consistent.
You can prolong a ping with the -t command "ping sip.voipgain.com -t"

Edit: MTR can run an ongoing trace to show packetloss
