    Best guess: 'Band On' refers to tubing that you'd be clamping it to and the sizing is the diameter of the tubing.

    the measurements refer to the width of the seat tube. band on is how the derailleur is attached to the frame,
    band on-the derailleur has a clamp that goes around the seat tube,

    braze on-there is an attachment point already on the seat tube for attaching the derailleur.

    If you have a band-on, the measurement should be on the inside of the band.
