should all attic pipes be lagged

was looking in attic and all pipes are lagged except one. i think it is the one going to the bathroom or toilet. Should i put some insulation on it?

Are all beams in attic ok to put weight on.... . how much weight?

i was thinking of making a small floor space for storage .....but also thought would that stop heat going up?

edit sorry for typo in title

    Yes, lag them

If they are standard joists for the ceiling, 9inches, they should be fine. So long as they are sitting on the wall plates and not the apex of the roof itself.

Perhaps over in DIY or C&P. They may be able to help further.
