Lights won't switch off in brothers van even when the keys are removed from ignition. Has anyone had this problem before?

Apart from being a Fiat, what else could be the cause of this problem?

He has to disconnect the battey each time he parks the car.

Light stalk on the steering column is probably fooked.

Lights generally switch off in a Fiat when the key is removed, stalk position irrelevant. I'd imagine there's a fault in the fuse/relay box under the bonnet (not the one in the glovebox if there is one)

The Fiat Scudo is much the same as the peugeot expert and afaik the Scudo has also got a bsi which controls the lights..wipers..etc
    What year is the van..??

lights stay on when key removed is standard
    buzzer normally sounds though
switch rotates to turn off on left stalk
