UFH - 1 room won't heat up

    Folks
    A question for a friend of mine.

    He has UFH upstairs and downstairs (downstairs are where the bedrooms are).

    Upstairs is fine, feed is 40 degree, return is 31 degrees. Good heat and all thermostats hit 19 degrees.

    Downstairs has 5 zones. All on thermostats. 4 of the zones are hitting 19 degrees no problem at all but 1 room won't go above 16 degrees for some strange reason.
    All bar 1 are timber.
    The feed is 40 degrees and the return is 40 degrees (is this not odd) .
    I took the actuator off the cold room and it went to 17 degrees for about 10 mins then back down to 15 degrees.
    when I did this though another room went to 21, even though the thermostat is set to 19.

    Any pointers?
