iTunes requires OS X version 10.5 at a minimum.

You can try and use your iPod Touch with your current version of iTunes. If you can't then you're going to have to buy an upgrade to OS X 10.5 (Leopard) or - if your Powerbook is an Intel Mac - OS X 10.6 (Snow Leopard). :)
