A regular service running on all routes to my knowledge, so yes.

From irishrail.ie (a useful site if you find yourself wondering about train services in the future)
Friday 24th December - Christmas Eve

Full services are continuing to operate throughout the network across Intercity, DART and Commuter routes.

Some delays may occur where snow is being cleared from points, or there are other weather-related problems, however we will get customers to their destinations.

Customers are also advised to allow extra travel time to get to stations due to poor road and footpath conditions.

Current alterations: M3 Parkway services will operate to and from Connolly Station instead of Docklands.

That doesn't quite tell the full story - services are finishing early this evening. Last DARTs are 2055 Bray/Connolly and 2100 Malahide/Connolly

That is because it was taken from a page about potential weather related delays. There is a page devoted to arrangements for trains over the holiday period and it was stated there :)

Ah, I see you've been banned already.

But walking along the tracks isn't smart as there might be an out of service train running along the line.
