Corsa not starting, any thoughts?

    Heres the symptoms, 2003 Corsa c-1.0l, 3 cylinder engine.=turn ignition and lights come on as usual except the exhaust emissions light flickers like mad and at only half illumination, theres also a relay flickering in time with the light under the bonnet-relay no.21.. The car starts for a second then cuts out, it will keep doing this unless i persistently keep trying on/off for awhile, what happens then is the exhaust emissions light comes on clear as a bell and the cra starts perfect.
    First thoughts were it was the fuel pump relay at fault but i swapped it out and its not! The fact that the car starts up after oil pressure builds up a bit points to that but nope, in fact if i remove the relay the light on the dash continues to flash so the problem is before it hits that part. Anyone come across this before before i start troubleshooting everything? Water ingress somewhere maybe? This started while the car was in regular use 2 weeks after being lying up for 6 months!

    Edit-its not a loose connection behind the dash.
