I know the rules of chess ( standard rules anyway ) and want to start playing other beginners and folks a little better than me in order to become a little better.

anyone have any idea where i might do this?

there's a big list of clubs here http://icu.ie/clubs/list.php

it's a bit out of date, so not all the clubs there actually exist or meet on the given night. You could do worse than drop in to Dublin or Rathmines clubs and see whether either of them is to your tastes.
