Any decent dunnes stores, or believe it or not, IKEA (upstairs near the restaurant in the dublin store) are your best bet. I had the same issue a while ago, needed a carry on for a business trip and the cheapest ones i found that were regulation size, wheely with a handle, were 25 quid in both of those places, but more expensive elsewhere.

I bought one in dunnes that had an expandable zip section on it, it's perfect quality, and has served me well for the last 6 months.
