Deferring?

Is deferring an option in UCD if you fail semester 1?

Basically, I've done nothing this semester and I'm really regretting it. I've definitely failed two of my exams so far. I know I can still repeat them next semester but since I've finally figured out what I want to do, the price of individual repeats and the fact that repeating them just means I pass them as opposed to them benefiting my final degree, I'm considering deferring. Just wanted to ask a few things.

If I defer now, can I pay a half year's fee for this year and still use the government scheme to pick it up again next year?

Am I better off going through semester x? I'm doing Commerce - I know it's gone for arts but I have a friend in semester X right now so I know they're still doing it in Quinn anyways.

And is there any viable option that I'm not considering?

    Thanks
