If someone had a non-EU undergraduate degree can they get that recognised in Ireland?

Maybe this is in the wrong section and if it is apologies, maybe a mod could move it. Just wondeing if there is any Irish body which would regulate and recognise foreign (non-EU) third level qualifications? Thinking of maybe, possibly!, if financially it worked out, of getting a degree in Ukraine. Thanks.
