Hi,

Isn't there rules that you can't send PMs unless you have a certain number of posts?
If it works the same for receiving PMs, it's a bit detrimental imho. The above would be an example.

No, there is no restriction on being able to send/receive private messages. It's possible that the user has turned off the option to receive private messages. Obviously that's the user's own choice to do that.
