SIPTU and "serious irregularities"

Seen this on RTE news last night, seems like another case of "the money was resting in our accounts" craic except they are denying they knew of this money despite the account being in their name , yeh i know! you couldn't make this up!

    rte news
A HSE internal audit report has uncovered serious irregularities in a body called the Health Services National Partnership Forum - including extensive expenditure on foreign travel.
The findings echo a similar controversy involving the €60m SKILL training fund earlier this year - where money was channelled to a SIPTU named account, which SIPTU said it knew nothing about.
The HSNPF's total income between 1999 and 2009 was over €41m.
However, the audit reveals serious deficiencies in how that money was managed - including an incident where cheques were signed by an official rather than the authorised signatory.
It identifies over €1m paid out to trade unions between 2003 and 2008.
In total SIPTU received €924,963 from one fund - the Action Plan for People Management.
This money was paid into the SIPTU National Health and Local Authority Levy account - which SIPTU said was not one of its accounts.

this is just incredible I wish someone lodged a million into my account which i swear i would know nothing about despite being in my name :P

You have no evidence to suggest the account is in their name though...

It's a joint HSE management- trade union body which is supposedly committed to reform of the health industry.

The HSE, and the trade unions coming together under one umbrella. How very efficient.

    See home page entry ...
The Health Services National Partnership Forum (HSNPF) is a joint management / trade union steering committee for workplace partnership in the Irish health service. The HSNPF was established in 1999 on foot of the provisions of Partnership 2000, the national agreement on social partnership then in place.

What changes, how have they improved the health services since 1999 ?
Or were the improvements only to actual employees of the health sevices ?

Look at this little nugget of one of their achievements in 2006 no less and bertie got to present the award.
And wippeee they got put forward for award that was going to be presented in Finland.
Any one care to bet a few of these guys got all expenses paid trip to Finland for this conference ?

Now I am all for Irish hospice care (I have had relatives who have benefitted greatly from them), but why not just give them straight government grants, rather than funnel it through some quangoe that was a slush fund for union members and HSE ?

03 May 2006 Improving Care Around Dying in Hospital Project

A project entitled 'Improving Care Around Dying in Hospital' has won a prestigious Public Service Excellence Award. The Award was presented by An Taoiseach, Mr. Bertie Ahern, T.D. at a ceremony in Dublin Castle on 31st March 2006. The project was a partnership initiative between the HSE Dublin North East and the Irish Hospice Foundation. It was part funded by the HSNPF. It was one of three Award-winning projects which were chosen to go to go forward to represent Ireland at the 4th Quality Conference for Public Administrations in the E.U. (4QC), in Tampere, Finland in September 2006.

I rarely use a certain word above, but dear God I have reached the end of the line with all these bodies that were getting state i.e. taxpayers funds and pis*ing them away on junkets and the like.

It is time for some serious asskicking in this country.

I am not allowed discuss …

Infuriating. And I read in yesterday's indo that the guy who carried out these reports reckoned there was some serious questions over the people who went on a lot of these trips....as in they had a tenuous connection at best to the reason for the trips, and they shouldn't really have been on them.
    Again...infuriating.

Would anyone be surprised if trade unions were corrupt?

Its basically their job to push for their members interest so not difficult to push for a slice of the pie for yourself at the same time or use funds for purposes other than intended.

SIPTU official demoted over role in €4.4m 'slush fund'
After details of the account emerged, SIPTU hired senior counsel Richard Kean to examine issues relating to the employment of Mr Merrigan.

Mr Kean found firing Mr Merrigan would be disproportionate, but it is understood he found he did not display the kind of "judgment that would be expected of a person at the level of divisional organiser in the union".

Mr Kean's report noted that Mr Merrigan had accrued 30 years of otherwise unblemished service -- and that the objective of trying to secure a culture change through upskilling lower-grade health-sector staff was a worthy objective.

Instead, he is to be demoted to the grade of sector organiser, with reduction in pay of around €10,000 and cuts in pension entitlements.

Mr Kean found Mr Merrigan and Mr Kelly opened the account without the approval of the appropriate authorities and that records of transactions in the account were not kept
looks like primary purpose of investigation was to hide truth about involvement other SIPTU officials into 'slush fund'

I worked in FAS on a temp contract for a couple of years and the antics that the SIPTU stewards got up to were nothing short of scandalous. Corrupt every one of them.
