    The crewmen, according to the caption, are sitting on the deck of the USS George Washington - but what are they sitting under?

    the pylons and "wing" in the right background suggest some sort of aircraft, but the props on the pylons are obviously way too small!

    they are the jamming pods under the wings of an EA-6B Electronic Warfare Aircraft.

    the little propellors are air turbines that provide electrical power for the jamming pods.

    as above it's an EA-6B from the front with 2 jamming pods installed on one wing. Pic here shows one with only a single jamming pod installed on each side.

    It is an AN/ALQ-99 TJS, The "props" on the AN are part of the Ram Air Turbine Generator basically its a generator for power.
