Affordable Housing Scheme - Is This Accurate?

    Hi.

    i got the information below from the citizens information website about income guidelines and criteria to qualify for the affordable housing scheme.

    Affordable Housing Scheme

    Under the Affordable Housing Scheme the local authority provides land on which new houses are built and sold. If there are more eligible applicants than houses, the local authority will determine the order of priority, taking account of household circumstances, etc.
    You qualify for the Affordable Housing Scheme if :
    • You are in need of housing and your income satisfies the income test below, or
    • You are registered on a housing waiting list with a local authority, or
    • You are a local authority tenant or a tenant purchaser and you want to buy a private house and return your present house to the local authority, or
    • You are a tenant for more than one year of a home provided by a housing association under the Capital Loan and Subsidy Scheme and you want to buy a private house and return your present house to the housing association.
    The income test only applies to people mentioned in the first bullet point; if you are covered by the second, third or fourth bullet points, you are exempt from the income test. However, all applicants must have enough income to meet their mortgage repayments after paying other bills.
    The income test

    • Single income household: If your gross income (before tax) in the last income tax year was €40,000 or less, you are eligible.
    • Two income households: Multiply the gross income (before tax) of the higher earner in the last income tax year by 2.5 and add the gross income of the other earner in the last income tax year. If the answer is €100,000 or less, you are eligible.
    is this really the case in a country that needs money from foreign countries in order to keep the lights on that a couple with a joint income of 100,000 euro can qualify for affordable housing - if so then this is incredible.



    On the other hand the following is taken from the Dublin CityCouncil website:

    How to Qualify for an Affordable Home


    You qualify for an Affordable Home, if you match the criteria below. You can then apply to buy a home.
    You Qualify if You Meet these Criteria

    • You live or work in Dublin city or county.
    • You are a first time buyer, i.e. you do not own a home already.
    • You have been in full time employment for 1 year prior to making an application.
    • If you are single: You must have earned less than €55,000 during the previous tax year.
    • If you are 2 people: You must have earned less than €75,000 together in total during the previous tax year.

    i wonder which is accurate. is anybody amazed at the income levels that qualify for affordable housing?

    WHO IS ELIGIBLE?



    Applicants must meet the following general criteria:

    - First Time Buyers. Certain exceptions apply e.g. if legally separated or divorced

    - In full-time permanent employment for at least 6 months prior to making an application

    - Meet the income limit set out below.



    INCOME LIMITS:

    Single Applicant: Income must be less than €60,000.00 in the previous tax year

    this is based on P60 & P21 for the previous tax year

    OR

    if you are Self-Employed based on the Notice of Assessment from the Revenue Commissioners for the previous tax year.

    Joint Applicants: €165,000.00 N.B. This is based on the following calculation:

    Principal Earner's income X 2.5 + Second Earner's income, this figure must be less than €165,000.00

    based on P60 & P21 for each applicant for previous tax year

    OR

    if you are Self-Employed based on the Notice of Assessment from the Revenue Commissioners for the previous tax year.

    One site or other site may be out of date. The schemes may also be tailored to each council - I'm not sure.

    The council will have acquired the land for free.

    The Fingal figure is a calculation, not an earnings figure.

    No, the wealthiest couple that would qualify would be earning around €28500 each before tax.
