Winter weather 4x4 volunteers

I recently read an article about a scheme in the UK where 4x4 owners volunteer to provide a service to their local community during adverse weather conditions. Whether it's delivering food to the needy or giving lifts to the elderly, or perhaps collecting medication and dropping it off to the housebound. This seems like a good idea, volunteers providing a local service to the very community they live in.
Would such a system work in Ireland?
