Wisdom teeth - Do I have to get it pulled?

Can you still go public to get wisdom teeth taken out? I have decay in my lower right wisdom tooth and it's getting pretty bad pretty quick but half of the crown is still bedded within my gum so the dentist wouldn't touch it or fill it.

It's not putting any pressure on my other teeth and there is room for it to come up if it's given time.

I'm no dentist but I think it can be filled as there's quite good access to it. Also, the dentist said it'd be a Local Anastethic job so surely it can be saved?

I don't want to have to get a second opinion just to be told it'll have to be pulled so how do I go about getting it out? I can't afford private and I don't have dental insurance so can I go publicly in a hospital?
